This typically points to a short circuit to ground or a wiring issue.

Technically speaking, the airbag control unit (ACU) continuously monitors the resistance and voltage levels of all ignition circuits in the system. Each ignition circuit, such as the one for the second-stage passenger airbag (ZK11), has a defined nominal range.
